The 2023 Rates of Sexual Harassment, Sex Discrimination, and Work-Related Unwanted Sexual Contact for Department of Defense (DoD) Civilian Employees executive note is based on the survey data from the 2023 Department of Defense Civilian Employee Workplace and Gender Relations Survey (2023 WGRC). The 2023 WGRC was administered from September 25, 2023, through December 31, 2023. The 2023 WGRC fulfills the Congressional mandate outlined in Title 10 USC §481a for a biennial survey assessment of relations between women and men in the DoD civilian workplace.

This executive note provides topline estimated past year prevalence rates for sexual harassment, sex discrimination, and work-related unwanted sexual contact among DoD civilian employees and includes statistically significant comparisons between years (i.e., comparisons to the 2021 WGRC) and between groups within the current survey year (e.g., comparisons between women and men). Rates of sexual harassment and work-related unwanted sexual contact among DoD civilian employees remained stable from 2021 to 2023, but rates of sex discrimination among DoD civilian women decreased significantly. The results also show that DoD civilian women were more likely than DoD men to experience workplace sexual harassment, sex discrimination and work-related unwanted sexual contact in the past year.
