In FY2020, DCSA funded PERSEREC to build a prototype Recommendation Database that could quickly identify evidence-based reform research and bring it to the immediate attention of policy decision makers and other agency leaders. The main drivers behind this prototype build were (1) need to be more strategic about how we track and use personnel security research recommendations and (2) need to reduce research duplication efforts.
The prototype Recommendation Database resulting from this initiative demonstrates that personnel security research can be organized into a searchable capability for stakeholder access and use. However, developers underscore that the tool is only as good as the data entered into it. Any operational Recommendation Database would require maintenance and monitoring to stay relevant and to continue to provide value to users. Sustainment costs would need to be factored into any deployable capability for this reason.
