Hazing and bullying behaviors erode unit cohesion, trust, and ultimately the combat readiness of the Armed Forces. In 2015, the RAND Corporation was commissioned to develop a survey metric to estimate the prevalence of hazing and bullying in the military; the DoD modified RAND’s measure to better align with DoDI 1020.03, resulting in the DoD HBM. The Implementation and Validation of the DoD Hazing and Bulling Metrics (HBM): Executive Report summarizes the development, implementation, and validation of the DoD HBM and The Estimated Rates of Past Year Hazing and/or Bullying for Active and Reserve Component Members Executive Note provides the estimated prevalence of hazing, bullying, and combined hazing and/or bullying for Active and Reserve component members by race/ethnicity, sex, paygrade, and Service. The rates were derived from the 2017 Workplace and Equal Opportunity Survey of Active Duty Members (2017 WEOA) and the 2019 Workplace and Equal Opportunity Survey of Reserve Component Members (2019 WEOR).
